Bhopal: MBAs to execute Kamal Nath’s Vachans
Bhopal: Known for his industrial acumen, CM Kamal Nath has decided to run his government in corporate style. Experienced MBAs with proven track record will be hired through consultancy firms to fulfil Congress’ vachan patra. A meeting of top officials was held last week in which a detailed presentation was made. It was decided that the government will hire a consultancy firm for conceptualising, suggesting implementation mechanism, monitoring and evaluation of welfare programmes and projects mentioned in vachan patra of the government. Government has also decided to review and redesign various capital and revenue resources, focusing more on resource mobilisation through grants, non-taxes and tax revenues.
A MBA with 15 years of experience will head the team of about dozen experts. A financial expert with same years of experience in analysis, preparation and finalisation of accounts of PSU etc with turnover of more than Rs 100 crore will be part of the core team. Services of MBA (finance) with 15 years of experience will be taken to redesign the revenue resources. Similarly, MBAs with proven track record of 8-10 years will be hired as social sector expert, urban infrastructure development expert, MIS expert, general expert and a research associate. Two separate experts will review and redesign existing revenue and taxation system in mining sector and transportation sector separately. Out of these about dozen posts half of them are full time posts.
According to the plans, the consultancy firm will be hired initially for 36 months which could be extended to another 24 months. Finance department will act as nodal department and controlling authority for the consultancy firm. Consultancy firm will submit a monthly progress report to the finance department. The main responsibility of the consultancy firm will be to monitor compliance of vachan patra by all departments. The MBA experts will review compliance on regular basis. They will also find out shortcomings in compliance, suggests remedial measures and assure their implementation.
