Key Changes to Delhi Service Control Center Bill Official sources say the controversial Service Control Center replacement bill or Special Ordinance in Delhi is expected to be introduced to parliament with significant changes. The bill presented by Home Secretary Amit Shah has been passed on to MPs. There are three major deletions and one additional point to the Delhi National Capital Territory Government’s (Amendment) Bill, which replaces the order issued by the Center in May to reverse the Supreme Court’s order that The elected government in Delhi, not the Center, had control over the mobilization and appointment of mandarins in the capital. The Order issued by the Center prohibited the Delhi Council from enacting laws relating to “State Utilities and State Civil Service Commission”. This part of the ordinance was removed from the bill. A new provision in the bill states that the Deputy Governor will appoint the councils and committees established by the Delhi government based on a nameplate proposed by the National Capital Civil Service Authority, which is proposed by the Chief Minister. Delhi is at the top. The bill sparked a major confrontation between the government of Arvind Kejriwal and the ruling BJP in the Center. The Aam Aadmi Party (AAP) has accused the BJP of trying to overthrow the law while trying to control officers in the capital. Arvind Kejriwal traveled around the country, meeting with many ministers and opposition party leaders to gain their support. For councils or committees established under the law promulgated by the Delhi council, the National Capital Civil Service Authority shall propose a group of names to be appointed by the Governor.
