Telangana High Court imposes restrictions on funds and adminrative decisions of Hyderabad Cricket Association

The Telangana High Court on Monday imposed restrictions on the Hyderabad Cricket Association (HCA) before using any funds for anything other than making day-to-day payments or staff salaries. Any other transactions they need to make, have to follow due procedure. The HCA has also been asked not to take any adminrative decisions till further notice.
A bench led Justice CV Bhaskar Reddy passed the order after hearing the petition the Telangana Cricket Association (TCA). The TCA petition also asked for a CBI inquiry into the matter of financial irregularities.
“Whatever complaints were filed on the irregularities earlier, they were filed with the ACB (Anti-Corruption Bureau). ACB is a state-level body. They did their job, but the required action was not taken. What we thought was that all the state agencies which are controlled or within the limitation of a state may have a problem tomorrow, or it could be the actual reason why they are not able to move ahead, because the funds are coming from BCCI, which is headquartered in Bombay and the decisions are made. Most of the decisions are made there, and there is no jurisdiction for any of these agencies,” said TCA secretary Dharam Guruva Reddy, speaking to the Indian Express on the reason for asking for a CBI inquiry.

Interestingly, counsels from both BCCI and CBI were present in the court and neither of them raised any objection on the matter.
It has also been brought to the attention of the court that HCA president Jagan Mohan Rao, Secretary and Treasurer have been signing cheques without proper authorisation.
Gurava Reddy also claimed that the current HCA apex council is divided into two groups with a continuous tug of war for power. “One group is the President, Secretary and the Treasurer, the other group is the Vice President, Joint Secretary and the Counsellor. So, this Vice President, Joint Secretary and Counsellor have recently filed a suit, filed a writ petition against the President, Secretary and Treasurer group, alleging, with proof, I think, alleging that they are doing misappropriation of funds, taking decisions unilaterally and signing cheques without authorisation,” Reddy said.
