Donald Trump signed a proclamation on Friday that will impose an unprecedented $100,000 annual fee on H-1B visa applications, a move expected to shake the US tech industry, which has long relied on highly skilled foreign workers from India and China.
The US commerce secretary, Howard Lutnick, told reporters at a White House briefing that the adminration had already consulted leading companies. “A hundred-thousand dollars a year for H-1B visas, and all of the big companies are on board. We’ve spoken to them,” Lutnick said during the Oval Office event with the president.
“If you’re going to train somebody, you’re going to train one of the recent graduates from one of the great universities across our land. Train Americans. Stop bringing in people to take our jobs,” he added.

The H-1B program, capped at 65,000 visas annually plus an additional 20,000 for advanced degree holders, has been a critical pipeline for US firms to hire engineers, scients, educators and healthcare workers. But it is most heavily used tech companies: nearly two-thirds of all H-1B jobs fall in computer-related fields, according to government figures.
Top 10 employers for the H-1B visa holders
Amazon, Microsoft, and Meta Platforms alone accounted for more than 20,000 H-1B approvals in the first half of 2025. Amazon led the pack, securing more than 10,000 visas in that period, underscoring just how dependent major corporations are on the program.
Individuals from India have consently dominated the H-1B pool, making up more than 70% of all approvals every year since 2015. Indian IT services firms remained among the largest beneficiaries of the H-1B visa program.
Industry leaders such as Tata Consultancy Services (TCS) and Infosys held its place near the very top, Wipro and Tech Mahindra trailed slightly lower on the l compared to their past tallies.Story continues below this ad
