A group of five judges headed by Chief Justice DY Chandrachud was told by General Counsel Tushar Mehta that Jammu and Kashmir will be held in three phases: first there will be panchayat votes, then there will be panchayat elections. vote at the municipal level, followed by a vote in the Legislative Council.
These statements were made during a hearing on a series of petitions challenging the removal of Section 370. In the past, the Center has argued that Jammu and Kashmir are unique and that a division is necessary.
